Pennsylvania's state House of Representatives has passed a new measure which would make it illegal for a driver to use a handheld cell phone while operating a motor vehicle. Unlike in other jurisdictions, the use of a cell phone would be a primary offense, meaning that a police officer could pull over a driver for talking on a cell phone without requiring another initial offense. The fine for an offense is $50.
The House's measure will now pass to the state Senate, where it is expected to pass.
